The new edition of the Harmonized System, HS 2022, came into force on 1st January 2022. As Contracting Parties update their national schedules to reflect the new edition, this will create discrepancies between the classification of goods for Custom clearance and the classification of goods for determining origin if the PSRs are not also updated.
To assist in the achievement of HS updates to PSRs, the Guide presented specific information on the correlation between editions of the HS edition and on the impact of specific amendments on PSRs in the form of Annexes to the Guide.
For HS 2022, a new annex, with two parts, has been produced to repeat this exercise in respect of HS 2022.
The new Annex, as an update of the Guide for the use of Members, will also be used for training purposes in relation to how to conduct technical updates of PSRs. Therefore, a presentation on this Guide is updated and annexed to the Guide.
The Guide produced was non-binding and was not intended to challenge any existing trade policy, preferential trade agreements or legislation of any WCO Member. The Guide was also developed as a living document, with the aim of further development in the future.
