Angola is ready to introduce a programme for binding pre-entry classification information

A National HS Seminar organized by the WCO in collaboration with the Angolan Customs Administration and with the support of the United Kingdom Customs Co-operation Fund was held in Luanda (Angola) from 11 to 14 June 2013.

The aim of the National Seminar was to examine the conditions under which the Council Recommendations on the improvement of tariff classification work and related infrastructure and on the introduction of programmes for binding pre-entry classification information could be implemented.

To that end, following a presentation on the broad lines of these two Recommendations, Seminar participants thoroughly explored the Diagnostic Framework for acceptance and implementation of the said Recommendations.

The Seminar concluded with seven recommendations being made, including implementing the 2012 version of the HS at the earliest possible date, and forward thinking in terms of the work needed for implementation, as of 1 January 2017, of the upcoming amendments to the Nomenclature.

Finally, it became clear from the Seminar that the Angolan Administration is ready to introduce a programme for binding pre-entry classification information. As such, it will shortly bring the Binding Tariff Information (BTI) request form into service, accompanied with a guidance note setting out the conditions for issuing such information and instructions for completing the form devised for that purpose.
