Comoros hosts a second WCO National Workshop on the Harmonized System

Within the framework of the Institutional Capacity Building Project financed by the African Development Fund, a second National Workshop was held in Moroni from 14 to 25 February 2013 aimed at providing (i) legal training for senior management from the Directorate General and from Customs centres responsible for setting up a tariff unit and for coordinating classification work and (ii) technical training designed with the following objectives in mind:

  • Give participants the necessary tools to appreciate the key challenges and benefits of the Harmonized System (HS), its application and scope. 
  • Explain the composition of the Nomenclature (macro and micro structure) and suggest a methodology for understanding the rationale behind its organization and operation.
  • Provide participants with effective and relevant resources in order to gain an insight into and take ownership of the classification methodology set out in the Nomenclature.

Instil in participants a sound approach to using the HS Nomenclature by having them practice classifying goods.

The mission objectives were met not only as regards the legal training, but also the technical training for which the Comorian administration was equipped with the full range of HS tools, such as the Nomenclature, the brochures presenting amendments, the Compendium of Classification Opinions, the Explanatory Notes, the Alphabetical Index and a subscription to the HS Database.

As part of this programme, there are plans to hold a Workshop in June 2013, which will involve training in classification techniques for Customs officers stationed in the Customs clearance offices on the islands of Grande Comore, Anjouan and Mohéli.
