Within the framework of the Trade Support and Regional Integration Programme (PACIR) financed by the European Union, the WCO led a National Workshop to build the capacities of the Côte d’Ivoire Customs Administration in the area of pre- and post-clearance controls on tariff classification.
This Workshop was devoted to technical training on the Harmonized System for around thirty officers from frontline services, professional training services and investigating services. The training looked in depth at the following topics:
● A general presentation of the Convention on the Harmonized System, and in particular its Annex on the Nomenclature.
● A presentation of the General Interpretative Rules.
● A presentation of the Harmonized System 2012 amendments.
● A detailed presentation of certain Sections and Chapters in line with the needs expressed by Côte d’Ivoire Customs.
The opportunity was taken to equip the Côte d’Ivoire Customs Administration with the full range of Harmonized System tools, such as the Nomenclature, the brochures presenting amendments, the Compendium of Classification Opinions, the Explanatory Notes, the Alphabetical Index and a subscription to the HS Database, with a view to developing teaching modules allowing trainers to provide cascade training on topics addressed during the Workshop, as Côte d’Ivoire Customs is shortly due to develop a training plan on tariff classification for its officers.
At the end of the Workshop, a Recommendation was adopted with a view to the rapid implementation of the Nomenclature 2012 amendments by the Côte d’Ivoire Customs Administration.
