At the invitation of Mr. Marcio Verdi, Executive Secretary of the Inter-American Center of Tax Administrations (CIAT), WCO Deputy Secretary General Sergio Mujica attended CIAT’s 47th General Assembly on 22 and 24 April 2013 in Buenos Aires, Argentina. The central theme of the meeting was : "International taxation aspects that affect management of the Tax Administrations".
Delegates from 36 CIAT Member countries and associated Member countries, 11 delegations from invited countries, and 28 delegations from international organizations and institutions related to CIAT participated in the General Assembly.
The main topics discussed at the meeting were : Double taxation, international tax evasion and Double Taxation Conventions; control of transfer pricing; and exchange of information and mutual administrative assistance between Tax Administrations. Deputy Secretary General Mujica made a presentation on Customs valuation and its links to transfer pricing.
During his mission to Argentina, the WCO Deputy Secretary General also met with Mr. Ricardo Echegaray, Argentina’s Federal Administrator of Public Revenue (AFIP), and Mrs. Siomara Ayeran, Director General of Argentine Customs. The main topics discussed were the various initiatives AFIP is implementing to continue its modernization process, as well as Argentina’s leadership and commitment in further developing capacity building initiatives. Deputy Secretary General Mujica also participated in the 324th Session of the Customs Consultative Council, which was created by Argentine Customs as a platform for dialogue between Customs authorities and business. During the meeting, the participants highlighted the key role of Customs in contributing to economic competitiveness and the importance of partnership with the private sector.
