In September 2014 a WCO Capacity Building support mission was undertaken to Viet Nam. The mission was the sixth in a series of inputs as part of the Project for Customs Capacity Building for WCO members 2012-15 which is funded by the Norwegian Agency for Development Cooperation (NORAD). The aim of the project is to deliver technical assistance to seven countries in specific areas of Customs operations. As one of the countries participating in the project the assistance provided to Viet Nam has been designed to strengthen their capacity to engage with Customs Brokers and other stakeholders.
Viet Nam: Hanoi, Negotiation and Conflict Management Training Event
The Negotiation and Conflict Management programme is delivered over three stages. First is a three-day training event designed to develop participant’s skills in Negotiation and Conflict Management. The second stage is a follow-up workshop during which participants use their new skills to develop a series of work plans to support the implementation of structured consultations with stakeholders. The third stage is where members of the General Department of Viet Nam Customs (GDVC) Stakeholder Engagement Team use their experience and training received during previous missions to support their colleagues in the development of their work plans.
As part of this latest WCO support, the GDVC has conducted a series of workshops focused on the development of a Stakeholder Engagement Strategy and Consultation Guidance. The workshops enabled participants to develop their technical skills, share best practice and to understand the inter-dependencies between Compliance Management, Risk Management, Client Services and Stakeholder Engagement with a particular focus on Customs Brokers.
The workshop was closed by Mr. Duong Van Tam, Deputy Director, International Cooperation Department who thanked all those who had participated for their commitment and excellent professionalism.
A further mission under this programme is planned for December 2014, during which time the WCO Project Manager, Mr. Philip Wood, will work with the GDVC Stakeholder Engagement and Customs Broker teams to develop their approach to Compliance Management, Client Services and to support the Ho Chi Minh Customs Department at the first meeting of their newly established Consultative Committee.
