Upon request from Qatar Customs Authority, a WCO support mission was conducted from 17 to 19 March 2015 in Doha, Qatar, to discuss the current performance measurement system, to familiarize customs officials with international good practices and to assist with formalizing Qatar customs performance measurement framework.
The workshop started by reviewing the new national strategic plan as well as the development process. Particular attention was paid to explaining key components of strategic planning including the translation of strategic objectives into concrete actions and tangible modernization projects. The workshop also provided an opportunity to discuss the way to monitor and manage the execution of the strategy to deliver real performance improvements.
Participants deliberated on a number of issues related to how to formulate Performance indicators that are more aligned to the strategic plan objectives to support the implementation of reform and modernization projects. In addition, eexamples of good international experiences in designing, collecting, analysing, using and publishing performance information were shared with participants.
