In the framework of the West African Customs Administrations Modernization (WACAM) project, funded by Sweden, a national support mission in the field of Human Resource Management (HRM) was carried out by the WCO from 8 to 15 July 2015 in Banjul, the Gambia.
Based on results achieved during the first stage of the WACAM Project, the GRA is pioneering West and Central Africa to be the first to implement a competency-based HRM approach as promoted by the WCO’s Framework of Principles for Customs Professionalism.
During this mission, the WCO worked closely with the GRA-appointed HRM Modernization Working Group. Activities included a review of critical HRM tools, namely GRA’s Job Catalogue, Competency Framework, Mandates of Services, Job Descriptions, GRA Human Resource Information System as well as the recruitment procedure. This review was timely as the GRA is about to operationalize these tools in the upcoming months.
In order to institutionalize the use of these tools by GRA as a whole, recommendations were developed and an implementation plan for the identified priority change management actions were also put forward for approval by GRA’s Top Management.
The WCO is confident that through continuous efforts and with the support of the WACAM Project, the GRA will soon become a regional point of reference for HRM expertise.
