WCO HR Diagnostic Tool piloted in Peru

A WCO mission was held in Peru from 12th to 16th October 2015 to deliver a Human Resource (HR) Diagnostic to Peru Revenue Authority (SUNAT).

The Administration has identified Human Resource Management and Development (HRM and HRD) as a strategic priority and has launched ambitious HRM and HRD modernization initiatives with a strong political support and engagement from the SUNAT top management.

The mission, funded by Eurocustoms, aimed at assessing the current HR structure and needs of SUNAT, benchmarking with the WCO standards and good practices, and identifying recommendations to strengthen the on-going HRM reform. Following the first pilot in Namibia, this mission enabled as well to pilot the People Development Diagnostic Tool, the WCO new tool for a complete HR diagnostic within Member Administrations, in the WCO Americas and Caribbean Region.

During the mission, the WCO experts worked with a highly committed project team composed by HR Managers and representatives of the managerial and base levels from Customs and Taxes. The team, previously familiarized with the WCO competency-based approach for HR through the WCO Framework on Customs Professionalism, performed a thorough analysis and in-depth discussions on SUNAT’s current HR processes, policies and capabilities. Moreover, the WCO experts interviewed a number of HR stakeholders and clients, including Top managers, Senior and Middle operational managers, Training managers, IT, field officers and Unions representatives, who provided valuable feedback regarding their perception on how HR is serving the organization. The comprehensive assessment resulted in the identification of recommendations and priorities for an enhanced implementation of an organization-wide competency-based HRM and HRD.

Together with the WCO Framework of Principles and Practices on Customs Professionalism, the People Development Diagnostic Tool offers a complete new set of tools and instruments available to sustain the Members’ continuous efforts for Customs modernization. The embedded HR standards and methods are practical tools to guide Customs to align their HR processes with the Profession and organization’s specific operating models and competencies in a view to attract, develop and retain performant, motivated and agile workforce.
