A WCO National Workshop on Post-Clearance Audit (PCA) was held from 28 September to 2 October 2015 in Amman, Jordan.
This event, supported by the Japanese Customs Co-operation Fund (CCF/Japan), welcomed 35 participants.
The aim of the Workshop was to enhance understanding of the requirements for effective implementation of PCA, in line with the WCO Guidelines for PCA. The participants learned about the WCO’s concept of PCA, as well as about the techniques required to carry out an audit.
Mr. Mohammad Fayez Obeidat, Director of the Customs Training Directorate, Jordan Customs, officially opened the Workshop by a keynote address through which he welcomed the event, stressing that it was beneficial for the participants to learn about the practices implemented in other WCO Member administrations in accordance with WCO recommendations and guidance.
The Workshop highlighted the importance of PCA, focusing on its technical details as well as on the specific audit approach to be followed by auditors during a PCA.
The participants were eager to deepen their knowledge in international practices with respect to PCA and played an active role in the practical exercises which emphasizedrisk-based targeting methods.
The Workshop also facilitated exchange of information between the participants and WCO experts, with both parties sharing their professional experience by presenting real-life examples of irregularities. This exchange gave rise to discussions showcasing a wide range of views based on the legal and technical provisions for audits in application around the world.
The Workshop was successfully completed, with positive feedback from the participants.
