As part of the West African Customs Administration Modernization (WACAM) Project, financed by the government of Sweden, the WCO supported the Customs Administration of Senegal on Human Resource (HR) processes from 24 to 27 August 2015. This mission followed a regional WACAM workshop on HR held from 04 to 08 May 2015 in Abidjan for the HR Managers of the West and Central African region.

Since the workshop in Abidjan, the Senegalese Customs Administration showed a remarkable willingness to carry out HR modernization processes and have completed the action plan as agreed in Abidjan. It was therefore appropriate for the WACAM project to continue its capacity building support for HR modernization teams and for the development of competency- based HRM tools in Dakar.

During the mission, the project group, whose members originate from the main Customs administration services, worked jointly with the WCO experts to finalize the staff planning tools, namely the Job catalogue, Competency catalogue as well as the job descriptions. By the end of the mission, the HR modernization group finalized these instruments that were then presented by the project manager on behalf of the team to the Executive Committee. The Committee confirmed its significant interest in the project and volunteered to support the modernization group throughout the project. It was agreed that 15 December 2015 is the target date to finalize and validate all the staff planning tools and this will be followed by communication activities and the implementation of a competency approach.
