Through the West African Customs Administrations Modernization (WACAM) Project, funded by the Swedish government, the WCO conducted a national support mission for competency – based Human Resource Management (HRM) to the Gambia Revenue Authority (GRA).
The mission, taking place at the end of August 2015, supported the HR modernization committee and steering committee to implement a competency-based HRM system in the GRA. During the first phase of the WACAM project, the GRA has already registered encouraging results concerning recruitment and HR planning.
The mission consolidated already made and enabled the HR modernization team to finalize key competency – based HRM tools according to best practices, including: a competency catalogue, a job catalogue, service mandates and job descriptions. At the end of the mission, the finalized tools were submitted to the management of the GRA for validation.
Overall, this mission has allowed the Project group to take ownership of the development process of the staff planning tools and equipped them for the next steps of the project that involve communication and change management.
