Under the auspices of the WCO-INAMA Project (funded by Sweden, US Department of State, GiZ and CITES Secretariat), a training on Advanced Intelligence was held from 21st to 25th November 2016 in Ouagadougou (Burkina Faso). This mission is the continuation of the training on Basic Intelligence which took place in Cameroon in 2015. The aim was to help Targeted Customs officials improve their capacity to collect, process and disseminate intelligence on CITES.
This training was hosted by Burkina Faso Customs General Directorate and attended by delegates from Benin, Cameroon, Côte d’Ivoire, the Democratic Republic of the Congo, Gabon, Madagascar, the Republic of the Congo, and Togo as well as RILO delegates. The opening ceremony was conducted by Mr. Casimir Sawadogo, Burkina Faso Customs Deputy General Director, representing the Burkina Faso Customs General Director. Ms. Micheline ILBOUDO, head of Burkina Faso National School of Customs and Ouagadougou Regional Training Centre, also attended the opening ceremony.
The training focused on improving analysts’ reflection and the analytical process to be followed when addressing difficult intelligence questions. The course was based on an alternation of experts’ frontal teaching, group exercises and experience sharing among participants and was divided into three phases: Introduction and intelligence review, Main analytical techniques and Post operational analysis techniques. It should be noted that during this workshop, a presentation on CITES was also made.
