The economic developments of many countries that are ‘locked’ by lands are often hindered by the lack of access to the sea. Even if their industrial or agricultural products are attractive and affordable for their domestic consumers, they will eventually lose their competitiveness after long journeys to global markets. The World Customs Organization (WCO) is fully aware of these challenges and believes that the key to unlocking the potential of landlocked countries is to adopt an efficient transit regime. In this regard, the WCO will organize its’ first Global Transit Conference with the aim of leading the discussions on transforming Landlocked Developing Countries (LLDCs) into Land-linked countries.

The 12th Meeting of the CPLP Customs High Level Working Group, was held in Díli, Timor-Leste, from 25 to 28 April 2017 to discuss the implementation stage of the Technical Assistance and Cooperation Integrated Programme (PICAT). The Minister for Planning and Strategic Investment of Timor-Leste, Mr. Kay Rala Xanana Gusmão welcomed the delegates to his country and emphasized the relevance of hosting the meeting considering several recent strategic economic and political achievements by Timor-Leste, such as the approval by the government of implementation and use of ASYCUDA, the adoption of the Arusha Declaration and the development of a Single Window project.

Following the recommendations stated in the Mercator Programme Implementation Plan for Sierra Leone adopted in June 2016, the WCO conducted a five days diagnostic mission on Post Clearance Audit (PCA) from the 03rd to 7th April 2017 in Freetown, Sierra Leone. This diagnostic mission aimed at identifying specific gaps in implementing an effective and efficient PCA for the National Revenue Authority (NRA) of Sierra Leone in accordance with WCO standards and Article 7.5 of the WTO’s Agreement on Trade Facilitation (TFA).

The Secretary General of the WCO Mr. Kunio Mikuriya, in his capacity as the depository of the Convention, received the Instrument of accession of Sao Tome and Principe to the International Convention on the Simplification and Harmonization of Customs Procedures (Revised Kyoto Convention - RKC) on 8 May 2017, from Mr. Américo Afonso Lima Viegas, Chargé d'Affaires at the Embassy of Sao Tome and Principe to Belgium. With this accession, the Convention now has 110 Contracting Parties.

The 2nd Meeting of the Technical Experts Group on Non-Intrusive Inspection (TEG-NII) was held 3-5 May 2017 in the WCO Headquarters in Brussels. The meeting brought together around 60 participants from WCO Member Administrations and NII Industry members. Interactive discussions were held in two main sessions – a session on the Unified File Format (UFF) Development Programme and a session devoted to other NII-related topics such as procurement of NII systems, equipment maintenance and training of operators and image analysts.

Much like events delivered in the other WCO regions over the last twelve months, this workshop raised awareness of the security mandate of Customs administrations as well as WCO Security Programme activities. The event was funded by CCF/Japan and was organized by the Regional Office for Capacity Building- Asia Pacific in conjunction with Indonesian Customs. It included presentations by the WCO Security Programme and Member Administrations in the region regarding Customs security-related activities.
