Following a request by the Regional Office for Capacity Building (ROCB) West and Central Africa and the Customs Administration of Côte d’Ivoire, the WCO has provided support in competency-based human resource management (HRM) and project management. Accordingly, a WCO mission was conducted from 9 to 12 October 2018 at the National Customs Training School in Abidjan for the benefit of 16 officers (seven female and nine male).
During this mission, the ROCB and Côte d’Ivoire Customs developed their Job Catalogue, Competency Framework and a number of Job Descriptions, making the ROCB West and Central Africa the first ROCB to move towards a competency-based HRM approach. The two beneficiary institutions were also successfully introduced to Project Cycle Management and results-based management principles.
Both institutions will now finalize their competency-based HRM tools and also decide on which Project Management Methodology would be best suited to their own needs. An action plan has been adopted to that end.
This initial mission has laid solid foundations for the implementation of modern management techniques, and follow-up capacity-building activities are envisaged to embed the changes already initiated.
