Successful Conclusion of the 8th Meeting of HR and Training Managers of Customs Administrations in the West and Central Africa Region

Human resource management and training are a major focus of the Regional Strategic Plan of the Regional Office for Capacity Building (ROCB) as well as the strategic plans of all Customs administrations of the West and Central Africa (WCA) region. Thus, as part of the capacity-building activities of the WCO’s WCA region, the 8th Meeting of Training and Human Resource (HR) Managers took place in Mali, Bamako, from 24 to 26 September 2018.

This important meeting was attended by 32 delegates (including five women) from 14 countries: Benin, Burkina Faso, Cameroon, Côte d’Ivoire, Congo, Democratic Republic of the Congo, Gabon, Gambia, Guinea, Liberia, Mali, Senegal, Sierra Leone and Togo. Also participating in this workshop were the ECOWAS Secretariat, the Vice-Chair’s Office (WCA), the Regional Office for Capacity Building of West and Central Africa (ROCB/WCA), the two Regional Training Centres (RTCs) of Ouagadougou and Brazzaville, and the Secretariat of the World Customs Organization (WCO).

The eighth edition of this meeting focused on the development and effective implementation of modern human resource management (HRM) and training tools within WCA Customs administrations. It provided an unprecedented opportunity for the various regional structures, Member administrations, regional economic communities, HRM support projects and the WCO to discuss workable and tangible solutions to ensure the successful implementation of HR reform measures. In this regard, it is important to note that several Customs administrations in the region have already received support, and some are committed to adopting the HRM competency-based approach.

Following a fruitful exchange of views and frank discussions between all those taking part in the meeting, participants made a number of recommendations with a view to supporting and successfully implementing HR reform. In this way, the meeting provided all participants, including HR and training managers, with a clear understanding of the extent of their responsibility for HR modernization. It therefore now falls to them to demonstrate leadership and commitment in involving the various actors within their administrations in this reform.

At the close of the meeting, all the participants thanked the WCO for its continued efforts in support of HR reform, including through the West African Customs Administrations Modernization Project (WACAM), and hoped that this support would continue.
