West African Experts Consolidate the ECOWAS Customs Training Curriculum

In the framework of the WCO-WACAM Project funded by Sweden, the WCO provides support to the ECOWAS region with the implementation of the regional Customs Training Strategy. One of the key elements of this strategy is the design and piloting of the ECOWAS Regional Customs Training Curriculum.

In April 2018, the project hence gathered regional experts and an ECOWAS representative in Dakar (Senegal) to initiate the work on the Customs Training Curriculum. At the end of this session in Dakar, a work plan was designed, which included a follow-up session to consolidate and finalize the training curriculum.

As a result, 21 regional experts from West African States gathered from the 27 of August to 01 September 2018 at the Regional Training Centre located in Ouagadougou (Burkina Faso) to complete the work started in Dakar.  

During the 6 days, the regional experts benefited from the guidance of two WCO experts in the area of competency-based human resource management and training with a specific focus on adult learning cycle, blended learning approach, design of training material, evaluation of training sessions and facilitation techniques. Throughout this activity, the regional experts were able to consolidate training modules in key customs areas such as Customs Clearance Procedures, Regional Customs Code, Valuation, Classification, Rules of Origin, Risk Management or Intelligence.

The material will now be presented in the wider West and Central Africa context at the occasion of the 8th meeting of the regional working group of HR and Training Managers, which will be held in Bamako (Mali), and the material will be piloted by the National Customs School of Burkina Faso as of October 2018.
