WCO supports the UAE Federal Customs Authority in the unification of recruitment and training practices for Customs inspectors

At the request of the United Arab Emirates (UAE) Federal Customs Authority (FCA), the World Customs Organisation (WCO) conducted a diagnostic mission from 23 to 27 June in Dubai, to assess the current recruitment and training processes of Customs inspectors within the seven (7) local Customs administration in the UAE to develop a proposal and establish a uniform criteria for licensing the inspection profession under the FCA.

This diagnostic mission was carried out based on the recommendations set forth in Report of the 4th Meeting of the MENA Regional Capacity Building Coordinators, which was held in Alexandria, Egypt from March 8-11 2018, and the United Arab Emirates (UAE) FCA new law which is included as a priority in the strategy of UAE Customs. As such, the FCA aims to harmonize and develop a national procedure aligned with international standards, specifically in the human resources selection process and training requirements for Customs inspectors and officers. 

During this mission, the WCO experts met with the main actors of the recruitment and training system of the seven local FCA Customs administrations as well as with the Federal Inspection and Monitoring Directorate Team.  After an assessment and analysis of the interviews, as well as the human resource management documents, the WCO team drafted guidelines for a uniform recruiting and training system of Customs inspectors.

A diagnostic report, recommendations, and an action plan on the way forward have been elaborated and submitted to the FCA.
