The WCO conducted a Strategic Trade Control enforcement (STCE) Train the trainer workshop in Washington DC, between 5 and 13 November 2019, co-funded by the Canadian donor of the WCO STCE Programme and the United States department of Energy (DoE).
This workshop has been the first STCE Train the Trainer event of the second phase of the STCE Programme, aiming at expanding the pool of expert trainers in the field of Strategic Goods Control. The STCE Programme received 86 applications from 55 different Countries, from which 22 participants were selected to participate.
During the workshop, the updated version of the STCE Implementation Guide was used, and a copy of it was distributed to all the trainees, together with the updated training materials. The curriculum included all the standard policy and commodity modules of the STCE curriculum, plus additional modules aimed at testing the knowledge of participants, as well as enhancing their skills as potential future trainers through interactive and participatory exercises.
Based on different indicators used by the STCE team to assess the participants, 12 of the trainees passed the first stage and are now considered pre-accredited or pre-certified STCE expert trainers. In order to complete their accreditation process, they will have to participate to an in-field mission together with a WCO trainer, demonstrating their training abilities and knowledge of the subject.
The STCE Programme is planning to deliver two Train the Trainer workshops in 2020, one of which will be addressed to French speaking Countries. For more information on the Programme and on future activities, you can contact the WCO Security Programme at WCOSecurityProgramme@wcoomd.org
