Tunisia’s first activity as a partner administration of the WCO’s Anti-Corruption and Integrity Promotion (A-CIP) Programme for Customs took place in Tunis, Tunisia, on 16-20th September 2019. This first activity with the Direction générale de la Douane tunisienne aimed at identifying integrity-related activities and strategies within the institution, as well as conduct an assessment to support the preliminary development of an action plan to guide the A-CIP Programme in the country.
More than 20 Tunisian Customs senior managers were mobilized over three days, working in collaboration with WCO experts to identify the anti-corruption priorities of their administration for which the A-CPI Programme will be able to bring added value.
It should also be noted that the Tunisian Customs are working closely with the United Nations Development Program (UNDP) in Tunisia and their National Anti-Corruption Agency (INLUCC). The main objective is to promote the emergence of islands of integrity around which collective actions and targeted sectoral reforms to fight corruption are developed. The WCO team visited the Port de la Goulette-Nord, one of these islands of integrity, to observe the measures taken to promote integrity. A meeting with representatives of UNDP and INLUCC was facilitated by the Customs administration, highlighting possible synergies between the different organizations.
A session dedicated to gender equality also took place during the week. This activity aimed to create awareness amongst senior managers of Tunisian Customs to the WCO’s Gender Equality Organizational Assessment Tool (GEOAT), and to explore to what extent the topic could be linked to the strengthening of integrity.
The WCO Anti-Corruption and Integrity Promotion (A-CIP) Programme was launched in January 2019 and is financed by the Norwegian Agency for Development Cooperation (Norad). It aims to provide support to beneficiary countries in the implementation of new measures to fight corruption and promote integrity in accordance with the ten areas of the Revised Arusha Declaration.
