WCO supports Zimbabwe in enhancing its Post Clearance Audit capacities

The WCO successfully delivered a national workshop on Post Clearance Audit (PCA) from 18 to 22 November 2019, in Harare, Zimbabwe.  A total of 14 Customs officers from various units including PCA, Risk Management, Enforcement and Training benefited from this workshop. The mission was made possible through the generous financial support of the Ministry of Foreign Affairs of Finland. 

The workshop was conducted using the newly developed Advanced PCA Workshop Package which equips participants with a hands-on tool for conducting an onsite system-based audit. It addresses the prerequisites for effective PCA implementation, which effectively postpones controls at the border to a later stage, in line with Article 7.5 of the WTO Agreement on Trade Facilitation (TFA). The five-day workshop provided an opportunity for participants to enhance their professional and operational competencies through the use of tools and techniques to effectively conduct systems-based audits, within the context of a facilitative, Customs-to-business partnership. 

ZIMRA commended the WCO for developing a training package which effectively enhances auditor’s skills and builds their confidence in conducting onsite systems-based audits. The management also thanked the WCO for their continued capacity building efforts to ZIMRA, especially in PCA, leading to efficient trade facilitation.
