At the invitation of the African Union (AU) Commissioner for Trade and Industry, H.E Albert M. Muchanga, the WCO Secretary General, Dr. Kunio Mikuriya, spoke at the AU Sub-Committee of Directors General of Customs Meeting held online on 27 November 2020. The Meeting listened to a WCO presentation on the role of Customs in mitigating the impact of the COVID-19 pandemic and considered the draft AU Guidelines on Trade and Transport Facilitation for the Movement of Persons, Goods and Services across Africa during the COVID-19 Pandemic.

On 25 November 2020, working together with the United Kingdom Border Force, the World Customs Organization (WCO) and the Superintendencia de Administración Tributaria (SAT) of Guatemala concluded agreements to deploy the WCO Cargo Targeting System (WCO CTS) and National Customs Enforcement Network (nCEN) in Guatemala. SAT, represented at the signing event by Sr. Superintendente Marco Livio Diaz Reyes and Sr. Intendente de Aduanas Werner Ovalle Ramírez, joins a growing cohort of WCO Members that are choosing to adopt the WCO CTS and nCEN as key components of their risk management strategies.

On 16 November 2020, the WCO organized and chaired the 1st European Regional Meeting of nCEN Programme Leaders, conducted virtually in view of restrictions associated with the current global health crisis. Representatives from all eight European countries using the WCO’s National Customs Enforcement Network (nCEN) application participated in the Meeting, in addition to WCO Secretariat staff and the Head of the Regional Intelligence Liaison Office (RILO) for Eastern and Central Europe, who was invited as an Observer.

Secretary General Kunio Mikuriya spoke on the role of Customs and the WCO in the fight against trafficking in cultural property at a high-level panel session held during the international online Conference on cultural heritage and the fight against illicit trafficking on 17 November 2020. The Conference was organized by UNESCO in collaboration with Germany, the EU and the Council of Europe, to mark the 50th Anniversary of the 1970 UNESCO Convention against illicit trafficking of cultural goods and celebrate the first International Day against illicit trafficking in cultural property.

The Harmonized System Committee (HSC) completed its examination of the correlations prepared by the Secretariat at its 66th Session in October 2020. Upon the adoption of the HSC/66 Report on 13 November 2020, the Correlation Tables were cleared by the HSC for release on the WCO website.
