WCO successfully conducts a Virtual National Workshop on Post-Clearance Audit (PCA) for the Republic of Moldova

The WCO organized, with the sponsorship of the Customs Cooperation Fund of Eurocustoms, a Virtual National Workshop on Post-Clearance Audit (PCA) for the Republic of Moldova from 18 to 22 January 2021. The Workshop was also supported by the Regional Office for Capacity Building (ROCB) for the WCO Europe region. Two experts from the Customs Administrations of Denmark and Germany contributed to this activity as key resource persons.

The Customs Service of the Republic of Moldova implemented PCA in 2012. Since then, the WCO's PCA guidelines and the EU guidelines have been used as support tools for Moldovan Customs officials and PCA has been implemented in line with them. Today, there is a need for an enhanced strategic approach to provide even more effective PCA planning and to ensure the development of a risk analytical approach based on an IT program.

During the five-day virtual session, the 29 participants gained an understanding of the importance of PCA as part of the Customs Risk Management strategy and process, as well as identifying PCA as a means to measure and improve compliance in the WCO concept. Participants also learned about the risk analysis in the targeting approach actually implemented by the PCA unit of the home Administrations of the two resource persons. They also presented specific case studies of PCA conducted based on these two different approaches.

The participants expressed their appreciation for the practical part of the Workshop, which will be useful in enhancing their risk analysis for the PCA strategy. It is expected that the newly acquired knowledge in this workshop will be utilized for the further development of PCA in the Republic of Moldova.
