WCO and ADCA pave the way for a world class HRM system

As a part of its Strategic plan and transformation journey (2019-2023) and upon the invitation of Abu Dhabi Customs Administration (ADCA/UAE), the WCO successfully delivered from 23 to 25 March 2021 a virtual technical expert mission to support the ongoing HRM modernization project in designing and implementing a modern and competency-based HRM system within the ADCA. This mission was organized under the auspices of H.E. Fahed Gareeb Abdullah Alshamsi, the Executive Director for the support services Sector in Abu Dhabi Customs, in coordination with the UAE Federal Customs Authority (FCA).

This mission aimed at providing advisory support to guide the ADCA HRM project team in designing and applying modern HRM approaches and practical tools according to WCO guidelines and standards as well as international best practices. It was also an opportunity for all the team members to benefit from the WCO lessons learned and confirmed experience in this area. The expert mission also formulated appropriate recommendations to strengthen their on-going efforts in developing a world class HRM system within ADCA.

Abu Dhabi Customs Administration is ranked the first Government entity in the Emirate of Abu Dhabi in the Maturity level of Human Resources Procedures and Practices and would like to consolidate this exceptional achievement with a solid Competency- based HRM approach in cooperation with WCO Secretariat and in alignment with its principles.

The mission was very constructive and helpful for ADCA HRM project team who is highly committed to finalize successfully with the support of the WCO people development team the competency-based HRM tools that comply with the international best practices.
