As part of its efforts to create a regional pool of Human Resource Management (HRM) experts in West and Central Africa, the WCO – WACAM project, financed by Sweden, conducted national support missions benefitting the Customs Administrations of Senegal and Gabon from the 22nd to the 28th of November 2015.
Both Administrations have demonstrated visible engagement for HR modernization efforts under the WACAM Project in 2015. The objective of the present mission was therefore to consolidate the gains made throughout the year. Indeed, the support provided allowed both Administrations to finalize some key HR tools (Job Catalogue, Competency Framework) to initiate the application of modern competency-based Human Resource Management. The support also enabled both Administrations to identify the necessary change management actions to be carried out to ensure the institutionalization of this new HRM approach in their Administrations.
The two Administrations have since set targets to finalize all outstanding HRM tools and to validate all new tools by mid-January 2016 and to start piloting them as of February 2016 respectively.
