Sub-Regional Workshop on Post-Clearance Audit (PCA) in Tbilisi, Georgia

The WCO, responding to a request for capacity building in the area of effective revenue assurance, conducted a Sub-Regional Workshop on PCA for Russian Speaking Customs in Tbilisi, Georgia from 2 to 6 February 2015. The workshop was supported by the Customs Co-operation Fund (CCF)/Japan.

This workshop was designed to support the sub-region in the better understanding and effective implementation of PCA in line with the WCO PCA Guidelines, through practical exercises and discussion. Seventeen Customs auditors representing Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia and Tajikistan gathered to attend the workshop and the participants took advantage of having similar challenges by actively exchanging opinions and techniques during the workshop.

The workshop provided more insight through exercises on targeting methods that require risk-based criteria on traders. The participants were encouraged to discuss and consider how they could more closely align their current PCA practices and supporting legislation with the WCO’s recommended good practices
