The SECO-WCO Global Trade Facilitation Programme (GTFP) team has the pleasure to announce the publication of the WCO Time Release Study (TRS) Guide Version 3 in its Spanish and Russian versions.
The WCO TRS is an internationally accepted strategic tool to measure the actual time taken for the release and/or clearance of goods – from the time of arrival until the physical release of cargo – as well as the effectiveness and efficiency of border procedures relating to imports, exports and transit movements of goods. It helps in identifying associated bottlenecks objectively, and in addressing them in an efficient and effective manner.
The TRS Guide is already being actively used by Customs Administrations around the world, in line with Article 7.6.1 of the World Trade Organization’s (WTO) Trade Facilitation Agreement (TFA).
The GTFP has been providing tailor-made assistance to its beneficiary countries in various strategic topics including TRS. As a result, and with the aim to foster the outreach of the TRS instrument, the TRS Guide has been translated to Spanish and Russian to enable Customs Administrations to benefit from it in their own language and support sustainable national priority reform initiatives in the field of Trade Facilitation.
The Spanish version of the TRS has been translated by the GTFP with the financial support of the Switzerland’s State Secretariat for Economic Affairs (SECO) and, in partnership with the Organization for Security and Co-operation in Europe (OSCE), the Russian version of the Guide has been made available for the benefit of all WCO Members.
