The event was held on the GRIPS campus in Tokyo from 4 to 15 August, and facilitated by officials from the WCO Secretariat and German Customs.

Customs in High School Education
At the invitation of the “Institut de l’Entreprise” in the framework of its programme “Entretiens Enseignants-Entreprises”, WCO Secretary General Kunio Mikuriya spoke at the Summer University’s conference entitled “La croissance en question(s)” (growth into question(s)) in the Veolia Campus, Jouy-le-Moutier, France on 27 August 2014.

In August 2014 a WCO Capacity Building support mission was undertaken to Timor-Leste. The mission was the third in a series of inputs as part of the Project for Customs Capacity Building for WCO members 2012-15 which is funded by the Norwegian Agency for Development Cooperation (NORAD).

The Georgia Revenue Service (Tax and Customs Administration – SPS Border Control Agency of Georgia), on 11 July 2014, in collaboration with the Georgian Ministry of Internal Affairs, detected an international narcotic trafficking operation heading from the Republic of Azerbaijan, through Georgia, towards the Republic of Turkey.

Dubai Customs (DC) continues to elevate its efforts in deterring piracy and Intellectual Property Rights (IPR). The amount of IPR seizures during the first half of 2014 was 139 different products with an estimated value of AED 17.6 million, including apparels, mobile phones and accessories, automotive spare parts, watches and sunglasses.

Governments and health officials around the world continue to take steps to fight and contain the Ebola Virus Disease (EVD) outbreak. The Ebola virus has thus far killed more than 1000 people and, due to the interlinked global travel and trade system, has the potential to spread beyond West and Central Africa – a region where the disease has so far mainly been detected. This was recently also acknowledged by the World Health Organization (WHO) Emergency Committee on Ebola, which had its first meeting from 6 to 7 August 2014. According to the Committee, the EVD outbreak has met the conditions for a WHO Public Health Emergency of International Concern (PHEIC).

The WCO has published a new guide called "The Why & How of Performance Measurement Contracts" (WCO PMC Guide). The WCO PMC Guide describes an innovative approach to targeted improvements in Customs border controls using data extracted from Customs clearance systems; measurement; and performance contracts between Customs Directors General and frontline Customs officers.

A WCO mission visited the Seychelles Revenue Commission (SRC) at the request of Mrs. Morel, the SRC Commissioner from 19-23 May 2014. The purpose of the mission was to assist SRC to develop an Integrity Framework that would help SRC with its on-going reform process following the recommendations of the WCO and the IMF.
