WCO supports Guatemala on the restructuring of the Tariff Classification and Preferential Tariff Treatment of Goods Unit

At the request of the Customs Administration of Guatemala (Intendencia de Aduanas – SAT), a WCO technical assistance and diagnostic mission on tariff classification and advance rulings was held in Guatemala City from 5 to 9 December 2022.

The technical assistance was requested as part of the modernization programme of the Customs Intendance of Guatemala. The aim was to carry out a diagnostic mission to strengthen the Custom’s infrastructure, regulations, capacity building and the daily management of issues related to classification and the origin of goods in terms of the application of the rules of origin.

A team comprised by senior officers and experienced Customs officials worked intensively during the technical assistance facilitated by a WCO Technical Officer and a WCO accredited expert in HS matters from the Brazilian Customs (Receita Federal do Brasil).

At the opening of the workshop, Mrs. Maria Valeska Mogollon Robles, Customs Technical Management Manager extended her gratitude to the WCO for its continuous support. Following the restructuring process, a new Department of Technical Management of Goods was created to provide answers to the Department’s internal and external clients.  Therefore, she explained it was necessary, to seek WCO’s guidance and support on the implementation of the WCO Guidelines on Customs Infrastructure and on Advance Rulings for making the necessary adjustments to be in line with best practices and these guidelines.

During the diagnostic mission, a wide range of classification and origin related matters were addressed, including presentations on the tools developed by the WCO under the Revenue Package, visits to the Customs Laboratory and Customs warehouses, triggering constructive discussions on how to improve the current infrastructure and the advance ruling system currently in place.

At the discussion session, after the holistic examination of the national Classification and Origin controls, the participants prepared an Action Plan with proposals and solutions related to the restructuring of the Tariff Classification and Preferential Tariff Treatment of Goods Unit. 

At the end of the mission, when the Action Plan was presented, Mrs. Mogollon Robles, representing the Customs Intendance of Guatemala, recognized the importance of the proposals and confirmed that the recommendations would help with the strengthening of the Classification and Origin infrastructure, the modification of the advance ruling procedures and the improvement of relevant control systems.
